하지만, 범죄에 악용되는 사례도 그만큼 늘고 있습니다.

비밀번호만 알아내면 쉽게 돈을 빼낼 수 있는데다, 범인들이 대부분 얼굴을 가리는데 잡기가 쉽지 않습니다.

잇단 강력사건에 정부는 얼굴 인식이 되지 않으면 현금 인출이 안되도록 하는 보안 장치를 도입하겠다고 밝힌 바 있는데요.

4년이 지나도록 이뤄지지 못하고 있습니다.

왜 그런걸까요.

<리포트> 20대 후반의 남자가 모자를 쓰고 현금을 인출하러 인출기 앞에 섭니다.

하지만 돈은 나오지 않습니다.

<녹취> 안내 멘트 : "예금자 보호를 위하여 얼굴 가림을 확인해주시고 다시 거래하여 주십시요" 이번엔 마스크를 끼고 다시 현금 인출을 시도해 봅니다.

하지만 결과는 마찬가지.

<녹취> "얼굴 가림을 확인해주시고 다시 거래하여 주십시요" 이 현금인출기엔 범죄 예방을 위한 새 보안 프로그램이 깔려 있습니다.

신분을 숨기려 어떤 방식으로든 얼굴을 가리면 인출이 차단되는 방식입니다.

<인터뷰> 정윤석(프로그램 개발 회사 관계자) : "범죄자들이 현금 인출을 하기 위해 CD 기를 많이 이용하고 있습니다. 그런 부분들을 방지하기 위해 얼굴을 가리거나 마스크, 모자, 선글라스 등으로 얼굴을 가려서 신분 확인이 안되면 현금 인출이 안되게끔" 이 시스템은 현재 전국에서 한 곳에만 설치돼 시범 운영 중입니다.

사용해본 시민들의 반응, 대체로 긍정적입니다.

특히 범죄에 취약한 여성들은 적지 않은 예방 효과를 기대하는 눈치입니다.

<인터뷰> 이숙경(직장인) : "많은 부분들이 위험에 노출돼 있기 때문에 선 예방하는 차원에서는 상당히 효과적이라고 생각합니다 다소 불편할지라도...이런게 생기면 그런 일을 하는 사람도 좀 하다가 멈추지 않을까 브레이크가 하나 더 생기지 않을가 그렇게 생각합니다" <인터뷰> 김우진(직장인) : "카드가 없어졌을 때 찾을 수 있는 기회가 생기잖아요 그런 면에서 ...(좀 귀찮을 거 같지 않으세요?) 사고가 많으니까 전 나은거 같애요..." 물론, 불편함이 없진 않습니다.

마스크나 모자는, 물론 벗어야 합니다.

목도리가 일부라도 얼굴을 가리면 역시 인출이 되지 않습니다.

겨울철 다소의 불편함이 예상됩니다.

그래도 범죄 예방이 우선이라는 의견이 많은 편입니다.

<인터뷰> 채무신(60대/노인) : "아니 불편보다도 범죄 예방 차원에서는 잘 하는 거죠. 좋은 일이에요...." <녹취> 뉴스멘트(2009.01.25) : "경기도 군포에서 실종됐던 여대생이 끝내 숨진 채 발견됐습니다. 경찰이 유력한 용의자를 붙잡았습니다." <녹취> "강 씨는 여대생을 살해하고 암매장한 뒤 신용카드를 빼앗아 현금 70만원을 인출했습니다...." 5년전, 전국을 공포로 몰아 넣었던 강호순 연쇄 살인사건.

당시 7명의 부녀자를 연쇄살인한 강호순, 납치한 군포 여대생에게서 신용카드를 빼앗은 뒤 현금을 빼내 도피행각을 벌였습니다.

현금 인출기 앞에서 모자와 가발, 마스크를 쓰는 수법으로 무려 37일 동안 경찰의 추적을 따돌렸습니다.

그 즈음, 비슷한 유형의 현금인출 강력범죄가 잇따르자 정부와 경찰엔 비상이 걸렸습니다.

여론 악화 속에 경찰과 금융기관 등이 모여 범죄예방 합동대책회의를 엽니다.

그리고, 현금 인출기에 안전 장치를 도입하는 방안을 서둘러 발표하게 됩니다.

<녹취> 뉴스 멘트 : "마스크나 모자를 쓰면 현금 인출기에서 돈을 찾을 수 없도록 하는 방안이 추진됩니다...." <녹취> 홍덕기(당시 경찰청 방범계장) : "atm기를 이용해서 현금을 인출하려는 시도가 좌절됨으로써 범행 예방 및 검거에 효과가 있습니다..." 당시 경찰은 은행연합회에 얼굴인식 프로그램의 도입을 요청했습니다.

보안 회사들과 대학이 산학협력을 통해 관련 기술 개발에 나섰고, 2010년 말 몇몇 업체가 프로그램 개발에 성공합니다.

<인터뷰> 김재희(연세대학교 교수) : "범죄자의 불법적인 사용을 우리가 못하게 하는 것도 중요하지만 정상적인 사용자가 시스템의 오동작에 의해서 정상적인 사용을 못하게 된 경우 이런 불편함을 해소시키기 위해서..." 해당 업체들은 곧바로 정부에 공문을 보내 프로그램 테스트와 시범 실시를 요청했습니다.

하지만, 금융감독원의 답은 도입이 필요하긴 하지만 은행측에서 자율적으로 판단할 사안이라는 것이었습니다.

이렇듯, 보안시스템 도입이 미뤄지고 있는 사이 부녀자와 노부부 등을 상대로 한 비슷한 유형의 현금인출 범죄는 최근까지도 끊이질 않고 있습니다.

<녹취> 뉴스 멘트(2012.) : "대낮에 운동을 마치고 차에 타려던 50대 여성을 2인조 강도가 납치해 끌고 다니다가 돈을 뺏은 뒤 달아났습니다..." <녹취> 뉴스멘트(2012.05.05) : "이 남성은 또다른 여성을 납치해 현금 카드를 빼앗고는 백만원을 인출했습니다..." 그러면, 도입을 공언했던 경찰은 왜 미루고 있는 것일까?

<녹취> 경찰청 관계자 : "결국 중요한 것은 예산 부분이 들어가는 거고 또 이게 운영을 해야 될 부분은 어느 정도는 금융권에서 직접 해야 되는 부분인데 담당 업계가 반대를 하니까 끝까지 하지 못하고 중간에 막힌 아이디어가 된 거죠..." 새로 개발된 얼굴 인식 시스템은 현금인출기 자체를 바꾸는 것이 아니라 프로그램만 설치하면 됩니다. 다만, 은행마다 인출기 설치가 늘어나고 있어 비용 부담이 없을 순 없습니다. 전국의 현금인출기에 새 보안 장치를 추가할 경우 드는 비용은, 은행당 평균 70억원 가량으로 추산됩니다.

<녹취> 금감원 관계자 : "감독 당국은 그냥 해라 마라 말 한마디 하면 될 거 같지만 금융권에서 받아들이기엔 현실적인 문제로...이게 비용이 사실은 적잖게 드는 건데 이제 비용 효과를 안 따져 볼 수는 없겠죠..." 요즘 시내에서 흔히 볼 수 있는 간이 현금인출기입니다.

공중전화 부스를 개조해 만들었습니다.

고객들은 굳이 은행까지 가지 않아도 웬만한 업무를 볼 수 있습니다.

<인터뷰> 이용 고객 : "지나가다가 필요할 때, 급할 때 들어와서 이렇게 제가 사용할 수 있으니까 편하게 써요 시간에 관계없이.." 이처럼 대부분의 금융업체들은 지점은 물론 관공서나 대형 상가, 고속도로 휴게소, 편의점 등으로 현금인출기 설치를 급속히 확대해 나가고 있습니다.

명분은 고객들의 편의, 물론 영업이익 신장이 주목적입니다.

예대 마진과 수수료등으로 연간 수조원 대의 수익을 올리는 은행들.

하지만 정작, 고객들의 안전과 범죄 예방을 위한 장치를 도입하는덴 비용을 이유로 소홀하고 있다는 지적이 나옵니다.

<인터뷰> 곽대경(동국대 경찰행정학과 교수) : "범죄를 예방하는데 있어서 우리 사회가 얻을 수 있는 사회적 이득은 훨씬 더 많은 혜택을 누릴 수 있을 것으로 생각합니다 우리 사회가 더 안전해지고 고객들의 귀중한 재산을 지킬 수 있다고 한다며 상당한 실효성이..." 강력 범죄가 많은 편인 러시아.

이 곳의 대형 금융회사인 스버뱅크는 최근 첨단 3D 기술을 현금인출기에 적용하는데 성공했습니다.

사람의 지문과 얼굴 형태를 인식해 본인 확인을 한 뒤에야 금융거래 서비스를 제공하는 방식입니다.

계좌를 만들 때 고객들의 정보와 지문을 스캔하고 또 얼굴 인식을 위해 안면을 3차원으로 스캔해 저장하고 있습니다.

반대 여론도 적진 않습니다.

개인정보가 은행에 과도하게 들어가기 때문입니다.

<인터뷰> 예카테리나(은행 고객) : "내 자신과 내 돈을 지켜줄 수 있어서 이런 시스템을 도입하는 것은 좋긴 한데 만약 시스템이 고장나 다른 사람이 데이터를 가져가면 막을 방법이 없다는게 걱정되네요..." 러시아와 달리 현재 우리나라에서 도입이 추진중인 얼굴인식 프로그램은 사람의 얼굴 형태만 인식해 인출을 허용하는 방식입니다.

따라서 개인정보 유출 등의 우려는 거의 없다는 게 전문가들의 말입니다.

현금인출기를 이용한 강력 범죄는 지난 2년간 언론보도로만 백 20여 건.

정부와 은행들이 보안시스템 도입을 주저하는 사이 지금도 어디에선가 남의 카드로 돈을 빼내고 있을 지 모릅니다.
