Ci sono tanti posti meravigliosi negli Stati Uniti. Luoghi in cui uno spettacolo naturale mozzafiato come quello dell'Ovest si intreccia a città dall'identità fortissima e iconica. Le grandi pianure e i grandi laghi, il deserto e le montagne rocciose, gole e cascate e valli e parchi che riempiono gli occhi. Città vivacissime che brulicano di storia e di cultura, e persone provenienti da ogni angolo del mondo. Posti che conosciamo e riconosciamo anche se non li abbiamo mai visti, tanto fanno parte della nostra cultura e del nostro immaginario. E poi... e poi c'è quella che gli americani chiamano “flyover country”. Quella parte del paese in cui nessuno andrebbe mai, se non chi ci abita: gli altri si limitano a passarci sopra in aereo, volando da una parte all'altra degli Stati Uniti. Beh, una volta ogni quattro anni la “flyover country” si prende un posto al centro della scena: e che posto. L'Iowa, lo stato che è la “flyover country” per eccellenza, è il piccolo stato del nord da cui tradizionalmente cominciano le primarie per scegliere i candidati alla presidenza degli Stati Uniti. Gli occhi di tutto il paese si concentrano sull'Iowa e sui suoi abitanti, giornalisti e attivisti arrivano da tutto il mondo per raccontare cosa succede nello stato, e provare quindi a capire - cosa succederà.

Lo scorso 3 febbraio sono iniziate finalmente le primarie del Partito Democratico con i caucus dell'Iowa... e io non so come sono andati a finire. O meglio, capiamoci, lo so come sono andati a finire: ero proprio lì, in Iowa, proprio durante il voto, e nel momento in cui probabilmente ascolterete questa puntata sarò in New Hampshire, a seguire la campagna elettorale in vista del voto dell'11 febbraio. Mentre vi parlo, però, e registro questa puntata, non so ancora come siano andati a finire i caucus dell'Iowa. In questo episodio di Da Costa a Costa quindi non parleremo dei risultati delle primarie – per quello vi rimando alla newsletter – né del mio viaggio, di cui vi racconterò come si deve nel prossimo episodio, una volta tornato in Italia. Nello spirito di Da Costa a Costa, invece, in questo episodio vorrei provare a portarvi un passo oltre la mera analisi dei risultati, ma raccontarvi due storie esemplari di come i risultati in Iowa possono fare e disfare una campagna elettorale se non l'intera carriera di un personaggio politico, innescando reazioni a catena dagli esiti allo stesso tempo istruttivi e imprevedibili.

L'attesa per questo voto è tale, infatti, che chi vince le primarie in Iowa storicamente riceve una grossa spinta in termini di consensi, attenzioni mediatiche e finanziamenti elettorali. Non sempre è una spinta che basta per vincere tutte le primarie, certo, ma è una spinta che pesa: bisogna tornare a Bill Clinton nel 1992 per trovare un candidato del Partito Democratico che vinse le primarie senza vincere in Iowa. Il punto è che non c'è un motivo preciso per cui le primarie cominciano in Iowa, se non la tradizione. È una tradizione che esiste in questa forma più o meno dagli anni Settanta, ed è ancora oggi discussa e contestata: perché l'Iowa e non uno stato più grande, o più importante, o più rappresentativo? Tenete conto che l'Iowa è poco più grande della Grecia, in termini di superficie, e ha appena 3 milioni di abitanti (la Grecia ne ha 11, per farsi un'idea dell'ordine di grandezza). E la sua popolazione è quasi completamente bianca: non assomiglia, insomma, a quella ben più variegata degli Stati Uniti d'America nella loro interezza. Perché allora cominciare dall'Iowa? Che fondamenti ha questa tradizione? Soprattutto due.

Nel 2004 il presidente degli Stati Uniti è George W. Bush, del Partito Repubblicano, che si è ricandidato per un secondo mandato. È una campagna elettorale particolare, per molte ragioni: la più importante di queste è che, al contrario di quello che avviene di solito, si parla moltissimo di politica estera. Gli attentati dell'11 settembre sono molto freschi nella memoria degli americani, e gli Stati Uniti hanno appena iniziato due grandi, controversi e diversi interventi militari in Afghanistan e in Iraq. Il suo tasso di approvazione era buono, appena sopra il 50 per cento, e il tasso di disoccupazione era basso, intorno al 5 per cento. La base del Partito Democratico però disprezzava il presidente Bush e lo considerava inadeguato. All'inizio del 2014, stava cercando la persona giusta da opporgli alle elezioni presidenziali che si sarebbero tenute alla fine dell'anno. La campagna delle primarie era iniziata già nel 2003, e i sondaggi per mesi avevano dato un candidato atipico in vantaggio sugli altri.

Howard Dean era un candidato atipico per più di un motivo. Innanzitutto per la sua carriera: aveva cominciato a fare politica solo a un certo punto della sua vita, innanzitutto, ma prima faceva il medico. Tra gli anni Ottanta e gli anni Novanta era stato deputato del Vermont, e poi era stato eletto governatore per due mandati, dal 1991 al 2003. Inoltre, Dean era un candidato atipico per il tipo di governatore che era stato. Di norma in politica – in America ma non solo – associamo il rigore fiscale ai conservatori mentre la disinvoltura nella spesa pubblica ai progressisti: sia chiaro, so bene che queste categorie si sono molto ingarbugliate e incasinate negli ultimi anni, ma all'epoca le cose funzionavano ancora così, almeno in teoria. All'epoca il Vermont non se la passava bene: l'economia era in recessione e lo stato era molto indebitato. Quando diventò governatore decise subito che se non si fossero messe a posto le finanze pubbliche non si sarebbe potuto fare nient'altro, e quindi introdusse alcune misure che oggi definiremmo di austerità.

La spesa fu tagliata radicalmente, ma così furono tagliate anche le tasse. Più volte mise il veto su leggi approvate dal suo partito che volevano aumentare le tasse per aumentare la spesa, e più volte si trovò invece alleato di una specie di grande coalizione composta dai Democratici più moderati e da alcuni deputati locali del Partito Repubblicano. Nel corso degli anni questo comportamento riscosse grandi risultati. I conti del Vermont tornarono a posto, l'economia tornò a crescere, il debito fu ripagato e alcuni programmi sociali furono creati da zero o allargati: per esempio quello che garantiva copertura sanitaria universale ai bambini e alle donne incinte, che portò a una forte diminuzione del numero di persone senza assicurazione e delle gravidanze adolescenziali. Dean dovette pagare però un costo politico, e attenzione perché qui arriva già uno sviluppo secondo me molto affascinante: queste politiche di rigore economico contribuirono ad alienargli i consensi di una parte significativa del Partito Democratico, che fu così sedotta sempre di più da un carismatico deputato locale, un certo Bernie Sanders. Molte persone che seguirono con attenzione la politica di quegli anni del Vermont sostengono che l'ascesa di Sanders, che pur trovandosi fuori dal Partito Democratico riuscì a guadagnare spazio e consensi fino a candidarsi poi al Senato, si debba – non soltanto – ma anche al modo in cui le politiche di Dean plasmarono la politica del Vermont in quegli anni.

Questo ci porta a un altro motivo per cui Dean era un candidato atipico. Il ritratto che vi ho fatto fin qui sembra il ritratto di un politico che oggi definiremmo moderato, o centrista: un politico che risana i conti pubblici scontrandosi con l'ala sinistra del suo partito. Eppure Howard Dean non era esattamente questa cosa qui, e non aveva questa immagine qui. Dean prese quella strada perché si trovò ad avere a che fare con un bilancio messo male, ma per esempio era noto anche per avere molto a cuore soprattutto la sanità, anche perché era un medico, e fu tra i primi politici del Partito Democratico a proporre apertamente l'istituzione di un sistema sanitario universale di tipo europeo. Ed era contrario alla guerra in Iraq, un punto molto importante, al contrario di molti parlamentari del suo partito che avevano votato a favore dell'intervento militare. Inoltre, Dean criticava spesso duramente la dipendenza dei partiti politici americani dai grandi finanziatori, e credeva invece in un approccio che coinvolgesse il più possibile i cittadini – anche attraverso Internet, che stava diventando un fenomeno davvero di massa – e producesse così entusiasmo e attivismo. Sosteneva che i Democratici dovessero cercare di essere competitivi in tutti i 50 stati, anche quelli tradizionalmente Repubblicani, scardinando gli equilibri politici invece che accettarli.

Applicando concretamente questa idea, quando si candidò alla presidenza degli Stati Uniti, Dean fece una cosa che oggi ci sembra banale, ma che fino ad allora nessuno aveva fatto prima: cominciò a raccogliere soldi su Internet. Fino a quel momento, infatti, i cittadini che volevano donare dei soldi a un comitato elettorale o a un candidato potevano farlo in contanti oppure con un assegno: e lo facevano, eh, ma capite voi stessi che lo facevano con molta fatica e molto più attrito rispetto a quello che poteva fare ognuno in casa propria con il proprio computer e la propria carta di credito. Dean fu il primo a crederci e scommetterci, aprendo sul suo sito una sezione che dava la possibilità di fare direttamente una donazione, e inventandosi una serie di iniziative che oggi chiameremmo di gamification: per esempio creando una mailing list con i propri attivisti e sostenitori e dando loro degli obiettivi precisi rivolti alla raccolta fondi, scrivendo cose tipo “In questo momento George W. Bush sta vedendo a cena i suoi ricchi finanziatori raccogliendo un milione di dollari: riusciamo a superarli in 24 ore?”. Funzionò benissimo. Dean raccolse molti più fondi dei suoi avversari, soprattutto attraverso piccole donazioni arrivate online.

Fu l'inizio di una rivoluzione di cui oggi comprendiamo bene la portata, e contribuì a ridefinire l'immagine di Howard Dean: aveva governato da moderato, certo, ma nessuno avrebbe mai potuto definirlo espressione dell'establishment. Dean aveva un legame con la base del Partito Democratico che nessun altro candidato poteva vantare, e usava la rete anche per organizzare i suoi comitati elettorali, le iniziative di propaganda e le attività dei volontari in un modo che nessuno aveva fatto prima. Insomma, Dean era un insider e un outsider insieme, e questo gli permise anche di ottenere l'endorsement di alcuni importanti sindacati ma anche quello dell'ex vicepresidente Al Gore.

I sondaggi lo davano in vantaggio in Iowa fino a poco prima del voto, sembrava che quella dovesse essere la prima di una lunga serie di vittorie che gli avrebbe dato la candidatura contro George W. Bush, ma a un certo punto qualcosa si inceppò. Dean passò le settimane prima del voto a scontrarsi duramente con un altro candidato, il deputato Dick Gephardt, e i due finirono per penalizzarsi a vicenda. Anche altri due candidati, John Kerry e John Edwards, cominciarono ad attaccarlo duramente, dicendo che Dean era impreparato e che un paese in guerra e spaventato non si sarebbe fidato di un outsider. Lo stesso Dean, poi, in più di un'occasione si mostrò non prontissimo per quel tipo di palcoscenico, facendo dichiarazioni avventate e mettendosi nei guai.
