但是 土佐 在 天安门 上 ， 听到 的 讲话 是 录音 ， 一时 不会 有 别的 反应 。
如果 土佐 听 的 是 老叔 的 真实 讲话 ， 会 不会 立刻 命令 卫队 逮捕 他 ？
老叔 不敢 确定 。
车刚 驶出 罩住 天安门 的 屏蔽 罩 ， 老叔 立刻 用 随身 终端 发出 约 好 的 信号 ， 国安 委 那边 等待 的 IT 人员 便 切断 了 土佐 与 卫队长 的 联络 ， 同时 锁住 这辆 车上 的 监控 设备 。

直到 他们 出 了 天安门 的 屏蔽 罩 才能 知道 发生 了 什么 。
那 反应 想必 会 很 有趣 。
如果 他 还 在场 ， 会 不会 遭到 那群 老 拳头 的 群殴 ？
老叔 绝对 不是 一个 隐藏 在 中共 内部 的 颠覆者 。
他 一辈子 都 对 民主 嗤之以鼻 ， 以往 在 政法系统 的 任职 都 是 把 民主 当做 要 消灭 的 对象 。

而 正是 从 保平安 开始 ， 走出 第一步 便 只能 继续 往前走 ， 要 保持 抢先一步 的 优势 就 得 步步 抢先 ， 否则 一旦 被 他人 反超 便会 面临 更大 危险 。

然而 每 一步 抢先 都 会 引出 新 问题 ， 看似 先行 的 一步 引导 他人 ， 实则 自己 也 如同 骑上 虎背 ， 往 下 都 是 为了 不 从 虎 背上 摔 下 ， 至于 老虎 奔到 哪 只能 听之任之 。
However, every preemptive step will lead to new problems. It may seem that the first step is to lead others, but in fact, one is like riding on the back of a tiger, and one goes down in order not to fall off the tiger's back, and one can only let the tiger run where it will.
现在 这 结果 不是 他 想要 ， 却是 老虎 仅剩 的 一条 路 。
既然 体制 不容 二流 人物 上位 ， 不 上位 又 保 不了 平安 ， 除了 变更 体制 还有 什么 选择 呢 ？
Since the system does not allow second-rate figures to rise to the top, and if they do not rise to the top, they will not be able to ensure peace and security, what other options are there but to change the system?
体制 变 了 就 不再 有 原来 的 一流 二流 ， 都 是 新 开始 ， 谁 是 开创者 谁 就是 新 的 一流 老大 ！

当初 为 主席 拟定 如何 实现 连任 的 方案 时 ， 有 一个 方案 认为 主席 任满 两届 后 换人 在 党内 已 是 定规 ， 突破 引起 的 体制 反弹 会 很大 ， 难以克服 ， 不如 干脆 改变 体制 ， 实行 普选 总统制 。
When a proposal was first drawn up on how the President should be re-elected, one of the proposals was that it was already a rule within the Party that the President should be replaced after serving two terms, and that it would be difficult to overcome the institutional repercussions of a breakthrough, so it would be better to simply change the system and implement a presidential system of universal suffrage.
主席 有把握 高票当选 ， 不要 说 主席 民望 高 ， 仅 在 限制 竞选 等 方面 做点 手脚 ， 也 能 保证 老百姓 除了 主席 没有 他人 可 选 。
The President is sure to be elected with a high number of votes. Not to mention the high popularity of the President, the Government can ensure that the people will have no one else to elect but the President by doing something to restrict the electioneering process.
而 主席 成为 普选 产生 的 总统 就 能 摆脱 原有 体制 的 束缚 ， 获得 他人 无法 挑战 的 合法性 。
And by becoming a president by universal suffrage, the President would be freed from the constraints of the previous system and gain a legitimacy that could not be challenged by others.
总统 的 任期 将会 从头 算 起 ， 至少 可以 再 干 十年 ， 甚至 更长 。
那 方案 没 被 采纳 ， 是因为 多数 幕僚 都 认为 剑 走 偏锋 过于 极端 ， 相信 不 改变 体制 ， 主席 也 搞 得定 连任 。
The proposal was not adopted because most of the Shoguns thought that it was too extreme and believed that the President could manage to be reelected without changing the system.
老叔 当时 也 否定 那个 方案 ， 却 留下 了 深刻印象 ， 这次 苦想 出路 时 又 在 脑海 里 跳出 。
方案 有 存盘 ， 做 得 很 细 ， 但 老叔 差 的 还是 二流 人物 的 不足 。
The scheme is well-detailed with inventories, but what Uncle Lao lacks is still the inadequacy of second-rate figures.
主席 在 顶尖 ， 启动 那个 方案 有 权力 支撑 ， 能 调配 各种 资源 ， 可以 长期 部署 ， 循序渐进 ， 等待 水到渠成 。

推演 了 所有 棋局 后 ， 利用 大典 发表 讲话 是 唯一 有 胜算 可能 的 ， 除 此 没有 其他 选择 。

文革 本质 是 领袖 战胜 官僚 集团 的 方式 。

文革 的 关键 是 突破 这种 体制 。
毛主席 接见 红卫兵 ， 让 他们 免费 乘车 ， 到 北京 给 吃 给 住 ， 官僚 就 挡不住 各地 学生 来 北京 。
毛主席 从 天安门 上 向 红卫兵 挥 军帽 ， 相当于 跨过 挡 在 他 和 民众 之间 的 官僚 集团 ， 让 年轻 学生 给 他 戴 红卫兵 袖章 ， 等于 直接 授予 民众 对 体制 造反 的 合法性 。
Chairman Mao's waving of his cap to the Red Guards from Tiananmen Square was tantamount to stepping over the bureaucratic clique that stood between him and the people, and allowing young students to wear Red Guard armbands on him was tantamount to directly granting the people the legitimacy to rebel against the system.
一拨 拨 被 接见 的 红卫兵 再 回到 各地 造反 ， 民众 就 被 动员 起来 。
官僚 集团 便 如 摧枯拉朽 ， 完全 丧失 抵挡 之力 ， 那 是 天才 头脑 才能 想 出 的 高招 啊 ！
The bureaucracy is so devastated and defenceless that only a genius mind could come up with such a brilliant idea!
要说 当时 听 这番 议论 的 老叔 只是 一个 遥远 渺小 的 听众 ， 除了 对 毛 ， 也 对 主席 感到 高山仰止 ， 只有 帝王 血脉 的 联系 才能 如此 感应 吧 ！

By announcing the roadmap for reform and the timetable for universal suffrage at Tiananmen Square, on the one hand, Uncle Lao could become the representative figure of China's democratization, gaining prestige and laying down the foundation for gaining power; on the other hand, it also conferred legitimacy on the people - whoever did not abide by the proclaimed roadmap would be disobeyed.
而 过渡期 保持 原 体制 运行 ， 让 老叔 有 三年 时间 掌握 专制 权力 ， 共产党 则 会 被 民主化 抛弃 ， 它 的 中央全会 也好 ， 政治局 常委 也好 ， 说 什么 做 什么 或 质疑 什么 都 没 了 意义 。
老叔 这 一步 足够 出奇 ， 目前 还 不 知道 能否 制胜 。
要么 大赢 ， 要么 全输 ， 不光 输掉 自己 ， 中共 天下 也 就此 输光 。
不过 若 是 自己 赢 ， 中共 输 又 有 什么 关系 ？
如果 自己 输 ， 天下 输 又 能 怎样 ？
我 死 就让 洪水 滔天 ！
那时 不但 与我无关 ， 而且 我 才 高兴 ！
老叔 通过 终端 平板 把 事先 准备 的 致 全体 军官 信群发 出去 。
几秒钟 后 ， 军队 和 武警 所有 少尉 以上 军官 的 个人 邮箱 、 手机 、 私信 、 工作 信息 管道 都 会 收到 。

军队 必须 与 政治 切割 ， 职能 只 限于 维护 国家 统一 和 社会 稳定 ， 等待 修宪 和 大选 结果 后 ， 效忠 民选 政府 。
老叔 不 指望 得到 军队 支持 ， 只要 不 介入 ， 他 就 能 立于不败 。
天安门 讲话 的 内容 于 普世 价值 、 于 共产党 的 自我标榜 都 挑不出 毛病 ， 因此 会 得到 普通党员 和 民众 支持 ， 也 会 得到 知识界 和 工商界 认可 ， 即使 在 公务员 内部 也 不见得 反对 。
The contents of the Tiananmen Speech are not flawed in terms of universal values and the self-aggrandizement of the Communist Party. Therefore, it will be supported by ordinary party members and the public, and it will also be recognized by the intelligentsia and the industrial and commercial sector, and there is no opposition even within the Civil Service.
现在 要 趁 对方 组织 起 反击 的 时间差 ， 尽快 形成 以多 制少 的 局面 。

卫队 里 只有 卫队长 能 和 土佐 直接 联络 ， 卫队长 若 不再 出现 ， 卫队 就 会 瘫痪 。

访民 一般 是 那些 在 当地 解决不了 冤屈 、 反受 地方 政府 迫害 的 底层 百姓 ， 到 北京 来 找 中央 上诉 伸冤 。

Gradually, they have formed a group of people who have been perfunctorily, kicked around and driven away from various government departments, and who have specialized in attracting the attention of the community by causing trouble, in the hope of forcing the officials to satisfy their demands.
底层 地位 使 这些 访民 没有 什么 好怕 失去 的 ， 因此 成为 最有 行动 力 的 角色 。

他们 的 搞 事 往往 打着 毛泽东 的 旗号 和 说法 。
那 既 是 策略 需要 ── 毛 作为 中共 创立者 ， 用 毛 当年 的 矛攻 今日 中共 的 盾 ， 可以 避免 被 抓 把柄 ； 同时 他们 也 是 真心 把 毛 当成 神 。
That is because of the need for strategy - Mao was the founder of the CPC, and by using the spear of Mao at that time to attack the shield of the CPC today, they can avoid being caught in the crossfire; and at the same time, they genuinely regarded Mao as a god.
尤其 是 毛 发动 「 文化大革命 」 的 说法 ， 针对 今日 的 「 资本主义 复辟 」， 越发 显得 如 当年 林彪 颂扬 的 那样 「 句句 是 真理 ， 一句 顶 一万句 」。

正是 官方 信息 封锁 和 宣传 洗脑 造成 了 中国 底层 民众 缺乏 思想 资源 ， 只能 从 毛泽东 那里 获得 与 现实 对抗 的 思想 武器 ， 与 他们 对 现实 的 不满 相辅相成 ， 转变成 对 毛 的 崇拜 ， 在 中国 社会 形成 广泛 思潮 。

讲话 提出 把 文革 的 大 民主 变成 日常 的 程序 民主 ； 把 对 「 走 资本主义 道路 当权派 」 的 造反 变成 用 选举 约束 执政者 。
The speech proposed to turn the great democracy of the Cultural Revolution into everyday procedural democracy, and to turn the revolt against the "capitalist road of the powers that be" into the binding of the rulers by elections.
这种 主张 能 得到 毛派 的 认同 ， 是因为 社会 现实 使 人们 看到 ， 哪怕 文革 那样 轰轰烈烈 的 运动 ， 一 结束 又 会 让 当权派 复辟 ， 从而 相信 只有 制度性 的 宪政 和 普选 才能 长久 持续 。
This idea was recognized by the Maoists because the social realities had made people see that even a movement as vigorous as the Cultural Revolution, once it was over, would be restored by the ruling faction, and thus they believed that only an institutional constitution and universal suffrage could be sustainable in the long run.
毛派 热烈响应 了 老叔 讲话 。
他们 的 支持 不 限于 在 社交 媒体 发帖 ， 很快 在 全国 各地 走上 街头 。
到处 有人 发表演说 ， 有人 把 讲话 印成 传单 散发 ， 有人 领着 群众 呼喊 口号 ， 人们 涌向 当地政府 门前 ， 越聚越 多 ， 要求 官员 们 对 中央 的 精神 表态 。
越 在 基层 越是 没有 人 把 老叔 的 讲话 当做 个人行为 ， 而是 冠之以 中央 决定 和 中央 领导 讲话 。

老叔 讲话 后 不到 一 小时 ， 前来 国安 委 门前 声援 的 访民 就 从 几十人 增加 到 几百人 。
当 几十辆 不知 何人 派遣 的 警车 开来 试图 进入 国安 委 大院 时 ， 访民们 手挽手 筑起 阻挡 的 人墙 。
When dozens of unidentified police cars drove up and tried to enter the NSC compound, the visitors joined hands and built a human wall to block them.
有 的 访民 躺 到 警车 前面 。
现场 照片 立刻 在 网络 上 疯转 ， 被 解读 为 保守势力 反扑 ， 纷纷 呼吁 支持 民主化 ， 保卫 国安 委 。
Photos of the scene immediately went viral on the Internet, which was interpreted as a backlash by conservative forces calling for support for democratization and defense of the NSC.
大批 北京 的 毛派 人士 赶来 ， 人数 很快 增加 到 数千 。

The Maoists from other places rushed to Beijing by various means of transport.
