Nuovo strumento del MES contro l'ITALIA?

Ma bentornati in una nuova puntata di Whatsapp Economy.

E' Alcocan che vi parla quest'oggi.

E siamo alla vigilia del Consiglio Europeo.

Consiglio Europeo che probabilmente adotterà nuovi strumenti per far fronte a questa crisi.

Ma, visto che non sono veggente, non ci occuperemo di questo.

Lo ci occuperemo in un video successivo.

Oggi voglio parlare di un qualcosa che mi ha divertito molto in queste settimane.

Perché tutti non fanno altro che parlare di mess.

Mess di qua, mess di là, mess sì, mess no, mess buono, mess cattivo, eccetera, eccetera.

A me diverte che si è parlato fino ad adesso del nulla.

Qualcosa che non esiste.

Chiariamoci, ovviamente il mess esiste.

Il punto è che non esiste la nuova linea di credito, cioè la Pandemic Crisis Support,

la linea di credito che il mess adotterà per supportare tutti i costi sanitari diretti e indiretti di ogni nazione.

Infatti, nell'Eurogruppo del 9 aprile si è semplicemente deciso che il mess aprirà una nuova linea di credito simile all'ECCL,

con dei dettagli molto generici.

Infatti la somma che gli stati potranno prendere a prestito sarà pari al 2% del PIL

e che questa somma potrà essere utilizzata solo per costi diretti e indiretti per coprire le spese sanitarie.

Del resto non si sa nulla.

Lo so, non vi ho convinti, eh?

Vediamo proprio cosa dice il rapporto dell'Eurogruppo.

La nuova linea di credito del mess verrà basata sull'ECCL, che già esiste all'interno del mess,

ma verrà aggiustata in modo da adattare questa nuova linea di credito alle sfide che il coronavirus ha portato nei confronti dei paesi.

Con l'accordo dei leader si spera che questo nuovo strumento verrà reso disponibile entro due settimane,

che comunque le norme benne trattate sono ancora da definire.

Lo so, non vi ho ancora convinto sul fatto che questa nuova linea di credito non esiste.

Per questo andiamo a leggere un'intervista fatta al direttore del mess il 19 aprile.

Come potremo vedere l'intervista è molto vaga.

Ad esempio il Corriere della Sera gli chiede se questo esborso di soldi avverrà tutto in una volta o a rate.

Il direttore del mess risponde che potrebbe essere a rate, ma normalmente avviene entro un anno.

Oppure ancora il Corriere della Sera chiede al direttore del mess quali siano le scadenze per ripagare questo debito.

E sostanzialmente il direttore dice...

Boh.

Ok, allora fino a questo momento politici e opinionisti hanno detto mess se ci conviene e mess se non ci conviene,

sapendo veramente poco su come funziona questo nuovo strumento.

E a me sembra un atteggiamento molto bizzarro, no?

Ad esempio voi, quando andate a chiedere un finanziamento in banca,

vi basta sapere che la banca vi darà i soldi o siete interessati anche a capire quanto sarà la rata,

quanto sarà il tasso di interesse, quando scaderà il mutuo?

No? Sembra abbastanza strano, vero?

Beh sì, ovviamente è strano.

Se io voglio prendere una giusta decisione, devo conoscere un minimo gli strumenti su cui è basata questa decisione.

Altrimenti la decisione potrebbe essere sbagliata.

Ma di questo atteggiamento io sinceramente non mi stupisco più di tanto all'interno della politica italiana.

Il punto è che queste persone non stanno dicendo mess sì, mess no, in base al nuovo strumento che verrà erogato dal mess,

ma in base ai vecchi strumenti.

E qui, nonostante tutto, si sta facendo una gran confusione.

Quindi, arrivati a questo punto del video, l'obiettivo non è quello di valutare il nuovo strumento del mess,

che, come abbiamo detto, è ancora in fase di definizione.

Bensì cercare di fare un po' di chiarezza sul mess e sugli strumenti che ha in corpo il mess.

Ma sapete cosa vi dico?

A me non va di fare un video dove le persone pensano che sono mie opinioni per quanto riguarda il mess,

e quindi facciamo che prendo un report della Banca d'Italia che fa il punto sul mess.

Tanto lo so che le fonti in descrizione voi non le guardate.

Quindi, a sto punto, guardiamole insieme.

La Banca d'Italia è un istituto pubblico, quindi facente parte delle istituzioni dello Stato italiano,

e che quindi dovrebbe fare gli interessi della nazione.

Quindi penso che sia, a ragione di tutti, una fonte abbastanza autorevole.

E ripeto, non ammetterò nessuna mia opinione.

e leggere alcuni report della Banca d'Italia.

Il mess è stato istituito mediante un trattato intergovernativo,

al di fuori del quadro giuridico dell'UE nel 2012.

Ok, già questa frase è interessante,

perché sembra che alcuni, quando parlano del mess,

sembra che l'Italia sia stata costretta.

Sembra che sia avvenuta questa cosa qui.

Ok, va a giocare.

Invece l'Italia ha deciso di entrare nel mess tramite un trattato intergovernativo,

quindi le persone che vi dicono che il mess è finanziato dall'Europa

o che i soldi arrivano da Bruxelles,

hanno scelto di andare in un mess.

E' un mess che è stato costretto da un gruppo di nazioni,

che hanno scelto di andare in un mess.

Il fatto che il mess sia finanziato dall'Europa o che i soldi arrivano da Bruxelles è una falsità,

perché il mess si procura i soldi tramite il mercato finanziario

e la responsabilità è solo ed esclusivamente degli stati membri.

La Commissione Europea e la Banca Centrale Europea non appartengono al mess,

bensì fanno semplicemente dei lavori di affiancamento in determinate situazioni.

La sua funzione fondamentale è concedere, sotto precise condizioni,

assistenza finanziaria ai paesi membri che, pur avendo un debito pubblico sostenibile,

trovino temporanee difficoltà nel finanziarsi sul mercato.

Quindi cosa succede?

Se un paese ha difficoltà a finanziarsi all'interno dei mercati finanziari,

interviene il mess in aiuto.

Prima del mess c'era il Fondo Monetario Internazionale che svolgeva questa funzione.

Quindi gli stati cosa si sono detti?

Invece di andare a chiedere soldi a un'istituzione terza,

perché non creare una nuova istituzione in cui noi facciamo parte

in modo da gestire meglio tutti questi rischi?

E così è nato il mess.

Vi lascio la fonte in descrizione.

In questo paragrafo c'è scritto che il mess è guidato da tutti gli stati

in base a una quota associativa

e che l'Italia ha diritto di veto,

quindi nessuna decisione può essere presa se l'Italia è in disaccordo.

La riforma non prevede né annuncia un meccanismo di ristrutturazione dei debiti sovrani.

Non affida al mess compiti di sorveglianza macroeconomica.

Questo report è stato redatto a dicembre,

quando, se vi ricordate, c'era tutta quella polemica sulla riforma del mess.

Quindi, come abbiamo capito,

non è una condizione necessaria la ristrutturazione del debito

se si vuole accedere agli strumenti del mess.

E in più, la sorveglianza macroeconomica non la fa il mess,

bensì la Commissione Europea.

Per questo vi dicevo che in alcuni casi c'è la Commissione Europea che affianca il mess,

ma non fa parte del mess.

Qui arriviamo a una parte divertente.

Occhio.

Il mess non è un organismo inutile.

E, certo, non danneggia il nostro paese.

Serva l'Italia tanto quanto a ciascun altro paese dell'area dell'euro.

La presenza del mess riduce la possibilità di un default sovrano,

almeno per i paesi le cui difficoltà sono temporanee

e possono essere risolte con presidi o linee di credito.

Per quanto riguarda specificatamente l'Italia,

il rifinanziamento dell'elevato debito pubblico del nostro paese

può avvenire in maniera più ordinata e a costi più contenuti

se le condizioni sui mercati finanziari restano distese.

Quindi, la Banca d'Italia ci dice che il mess è uno strumento utile

per far fronte ad eventuali crisi finanziarie di debito pubblico o di conti nazionali.

E nel caso in cui l'Italia dovesse accedere a degli strumenti del mess,

non è automatica la ristrutturazione del debito,

ma ci potrebbero essere tranquillamente delle forme di finanziamento agevolate.

Come nel trattato già in vigore,

non c'è scambio tra assistenza finanziaria e ristrutturazione del debito.

In questo paragrafo, la Banca d'Italia spiega la funzione delle condizionalità del mess

per accedere al finanziamento.

In particolare, sono clausole a tutela delle risorse del mess

di cui l'Italia è il tesso principale finanziatore.

Quindi, cosa ci sta dicendo?

Che senza clausole, se un paese dovesse fallire al di fuori dell'Italia,

quello che ci rimetterebbe sarebbe anche l'Italia.

Per questo le clausole sono importanti affinché il rischio di default di un paese sia minimo.

In questo paragrafo invece c'è la distinzione tra PCCL ed ECCL,

le linee di credito esistenti all'interno del mess.

La nuova linea di credito che verrà creata per far fronte alla crisi da coronavirus

è basata sull'ECCL, e cioè la linea di credito con condizioni più stringenti.

Ma questo non è stato fatto perché il mess è cattivo e ci vuole male,

ma per delle spiegazioni molto semplici.

Andiamo a vederle.

La linea di credito PCCL è riservata a paesi che rispettano le prescrizioni

del patto di stabilità e crescita e che non presentano squilibri macroeconomici eccessivi,

mentre la ECCL è destinata ai paesi che non rispettano pienamente i suddetti criteri

e i quali pertanto vengono richieste misure correttive.

Ed ecco spiegato perché la nuova linea di credito si basa sull'ECCL,

semplicemente perché la Commissione Europea ha eliminato questo patto di stabilità e crescita

per quanto riguarda la crisi da coronavirus,

e quindi presupponendo che gli stati non l'avrebbero più rispettata.

E se gli stati non rispettano questo patto di stabilità e crescita,

ovviamente non potrebbero accedere al PCCL.

E' semplicemente un dettaglio tecnico,

visto che il paese sicuramente non rispetterà i patti di stabilità e crescita,

allora rientrerà nell'ECCL.

Ma come abbiamo detto, questa nuova linea di credito si basa sull'ECCL, non nell'ECCL,

e quindi tutte le condizioni saranno molto meno stringenti rispetto all'in linea di credito originale.

Anche qui state bene attenti, perché alcuni dicono che il MES ci vuole morti e ci costringe al default.

Vediamo invece cosa ne pensa la Banca d'Italia.

Beh in ogni caso ho ricordato che la probabilità di un default

dipende in primo luogo dalle politiche economiche messe in atto dai paesi.

Che dire follettine e follettine,

il default di un paese dipende dalle politiche economiche messe in atto da un paese,

e non da un'istituzione terza.

Sembra una cosa così banale e semplice, però in Italia sembra non esserlo.

La retorica che ci racconta che è il MES che ci vuole far fare default

è in perfetta linea con il discorso del chicken game che ho fatto in un vecchio video.

È il burrone che ci sta venendo incontro, non siamo noi che stiamo andando verso il burrone.

Ragazzi lascio in descrizione il documento della Banca d'Italia

che prosegue con altri discorsi altrettanto interessanti

che magari approfondiremo nelle live.

Però i tratti salienti sostanzialmente erano questi.

Il MES è uno strumento utile,

non ci fa fare default ma se facciamo default è per colpa nostra,

e tutte altre cosine che fino ad adesso,

dopo, dal 2012 della creazione del MES, ancora non si sono capite.

E tutta questa situazione a me fa molto riflettere,

perché finché lo dice uno youtuber va bene,

ma i politici secondo me dovrebbero leggere i comunicati della Banca d'Italia

e cercare un minimo di rispettarli.

E invece sembra che tutto ciò non avvenga

e che c'è bisogno di uno youtuber che debba dire all'opinione pubblica

guardate che la Banca d'Italia dice questo.

Magari avrà un minimo di ragione? Non lo so.
