-(앵커) 찬 바람 부는 겨울인데요. - (Anchor) It's a cold winter. 우리 주변에 어려운 이웃들 특히 주거 환경이 너무 열악해서 매서운 추위를 그저 버텨내야 하는 경우가 많습니다. There are many cases in which our neighbors in need, especially the living environment, have to endure the bitter cold because the living conditions are so poor.

주거 복지의 사각지대에 놓인이들을 윤나라 기자가 만나 봤습니다. Reporter Yoon Nara met those who are in the blind spot of housing welfare. -(기자) 전남 해남군의 초등학교 6학년 은철이네 집입니다. -(Reporter) This is Euncheol's house, 6th grade elementary school in Haenam-gun, Jeollanam-do. 흙과 나무로 만든 대문을 지나자 비닐로 외풍을 막아놓은 집이 보입니다. -(기자) 고시원방 하나 반만한 크기의 공간이 은철이와 누나, 형, 세 사람의 잠자리입니다. -(Reporter) A space the size of one and a half of Gosiwon's room is for Eun-cheol, his sister, and his brother, three people.

-(기자) 겨울이 되면서 골칫거리가 늘었습니다. -(Reporter) As winter came, the troubles increased. 먹을 것이 줄어든 쥐들이 부엌을 드나들며 사람 먹는 음식을 갉아먹는 겁니다. With less food, the rats come and go in and out of the kitchen, gnawing at people's food.

-(기자) 괴로운 것은 또 있습니다.  집 밖에 있는 화장실입니다. - (Reporter) There is another thing that is painful. A toilet outside the house. (interview).

-(기자) 한쪽 눈이 실명 상태가 십자인대 수술로 무릎도 불편한 아버지는 사료 배달을 하며 생계를 책임지고 있습니다.

-(기자) 문제는 월 200만 원의 수입이 있다는 이유로 기초생활보장 제도에서 배제돼 주거 복지 혜택을 받지 못한다는  겁니다. -(Reporter) The problem is that because you have an income of 2 million won a month, you are excluded from the basic livelihood security system and cannot receive housing welfare benefits. (interview).

-(기자) 정부는 국민이 쾌적한 생활을 하기 위해 상하수도 시설과 수세식 화장실 등 최소한의 주거 요건을 최저 주거  기준으로 정해뒀는데, -(Reporter) The government has set minimum housing requirements, such as water and sewage facilities and flush toilets, as the minimum housing standard for the people to live a comfortable life. 이 기준조차 채우지 못하는 가구가 2019년 기준 106만 가구에 이릅니다. There are 1.06 million households that do not even meet this standard as of 2019. 아예 집이라고 할 수 없는 공간에 사는 사람들도 적지 않습니다. There are many people who live in a space that cannot be called a home at all. 수십 년 전부터 이곳저곳에서 떠밀려온 사람들이 비닐하우스에서 살고 있는 경기도 과천의 꿀벌마을. Bee Village in Gwacheon, Gyeonggi-do, where people who have been driven from here and there for decades live in plastic greenhouses. 이곳에 27년째 살고 있는 이은혜 할머니 집을 찾았습니다. I found the house of Eun-hye Lee, who has been living here for 27 years. 불법 건축물이라는 이유로 상하수도가 설치되어 있지 않아 지하수를 쓰는데, 겨울이 되면 얼어붙기 일쑤입니다. Because there is no water and sewerage system installed because it is an illegal building, underground water is used, but it often freezes in winter.

-(기자) 화장실조차 없습니다.

-(기자) 방바닥에 보온용 전기 패널이 설치되어 있지만 전기세 부담이 이만저만이 아닙니다. (interview).

-(기자) 그나마 매년 겨울이면 후원이 오던 연탄도 올해는 절반 수준으로  줄었습니다. -(Reporter) By the way, the amount of briquettes that were sponsored every winter has halved this year.

-(기자) 코로나 경제난 여파로 유독 힘든 겨울을 보내는 저소득층 이웃들에게 더  많은 관심과 지원이 필요합니다. -(Reporter) More attention and support are needed for low-income neighbors who are having a particularly difficult winter in the aftermath of the corona economic crisis.
