近年来 ， 人们 越来越 关心 中国 的 食品安全 问题 。 比如 ，2005 年 ， 有人 发现 ， 很多 商家 在 快餐 中 加入 了 能 使 人 得 癌症 的 物质 。 2008 年 ， 又 发生 了 由于 商 家 在 奶粉 中 加入 有毒 物质 而 导致 婴儿 死亡 和 生病 的 事件 。 后来 ， 不断 地有 媒体报道 ， 一些 餐厅 用 很脏 的 油 做菜 。 这样 的 事件 很多 ， 以至于 大家 越来越 不敢 放心 吃饭 了 。

在 上海 ， 有 一位 叫 吴恒 的 “80 后 ” 年轻人 。 像 许多 其他 年轻人 一样 ， 他 热衷于 网络 。 不过 ， 吴恒 利用网络 ， 做 了 一件 非同寻常 的 事 。 吴恒 在 复旦大学 读 研究 生 的 时候 ， 听说 学校 附近 的 餐厅 里 的 牛肉 是 用 别的 东西 做 出来 的 ， 对 人 的 健康 有害 。 这 让 他 感到 ， 有害 的 食品 就 在 身边 。 所以 他 决定 ， 为 食品安全 做 一些 事情 。 吴恒 通过 网络 ， 召集 了 一些 志愿者 ， 共同 创建 了 一个 叫做 “ 掷 出 窗外 ” 的 网站 。 这个 网站 是 一个 食品安全 资料库 ， 收集 了 三千多条 关于 有害 食品 的 记录 ， 大家 可以 按照 食 物 名称 和 地点 查询 相关 信息 。 只要 是 你 能 想到 的 食物 ， 一般 都 可以 在 他 的 网站 上 找到 。 吴恒 的 行动 受到 了 很多 人 的 关注 ， 中国政府 给 他 颁 了 奖 ， 吴恒 还 出版 了 一本 关 于 食品安全 的 书 。

在 中文 里 ，“ 掷 ” 就是 扔 的 意思 。 掷 出 窗外 ， 意思 就是 把 有害 的 食品 扔 到 窗户 外面 去 。 吴恒 的 “ 掷 出 窗外 ” 的 灵感 ， 来自 于 美国 前 总统 罗斯福 的 故事 。 美国 有 一位 作家 曾 写 了 一本 关于 食品 加工厂 的 纪实小说 。 罗斯福 总统 在 吃 早餐 的 时候 读 到 这 本书 ， 就 大叫 了 一声 ， 吐出 了 正在 吃 的 食物 ， 并 把 剩下 的 食物 扔出 了 窗外 。 后 来 ， 罗斯福 就 约见 了 这位 作者 ， 从而 推动 了 美国政府 建立 有关 食品安全 的 法律 和 机构 。 吴恒 希望 ， 通过 他 的 行动 ， 也 可以 把 中国 的 有毒 食品 “ 掷 出 窗外 ”。
