And this means that it takes time to reach a high level of English.

So, if something doesn't happen overnight, it means it takes a long time, or more time than usual for it happen. Now here are some more examples:

"Getting fit doesn't happen overnight." "Getting fit doesn't happen overnight." So, it takes time for somebody to get fit.

"Having a successful business doesn't happen overnight." So again, to have a successful business takes time.
