In the video, I said the following... “Setting a goal for your English learning is one of the most powerful things you can do.” And this just basically means the process of deciding what you want to achieve with your English learning - so, setting a goal is deciding what you want to achieve.
Here are some more examples of this phrase:

“My friend never sets a goal for his business.”
