Should the kanji in “11月で雪が振っていました” be “降” (fall) instead of “振” (wave)?

Yes, you are right. “振” should read “降.”
Yes. It’s a typo.
”１１月で雪が降っていました” is the right sentence.
I have just fixed it with editor pen.
