“When” is “いつ.”
You can put “itsu” almost anywhere.
For example:
かれ の おとうさん は いつ がっこう に きます か?
= いつ かれ の おとうさん は がっこう に きます か?
= かれ の おとうさん は がっこう に いつ きます か?
When you have a copula (“です” in this lesson) in the sentence, "いつ” is before the copula.
