中华民国 在 1971年 退出 联合国 后 ，多年 来 推动 参与 联合国。 台湾 外交部 主任 秘书 徐俪文 6日 在 “推动 参与 联合国案 新闻 说明会 ”指出 ，77届 联合国大会 与 总 辩论 的 主题 是 “分水岭 时刻 ，因应 错综 挑战 的 变革性 解决方案 ” ，这个 主题 说明 国际 社会 面对 疫情 、乌俄 战争 、能源 及 粮食 危机 、气候变迁 、全球 供应链 威胁 等等 的 各项 挑战 ，正 处于 历史 关键时刻 ，必须 全球 共同 合作 ，才能 建立 更 永续 及 更具 韧性 的 世界 ，而 台湾 也 跟 各国 一样 面临 全球 挑战。

“近来 中国 蓄意 升高 对 台湾 的 军事 威胁 ，企图 片面 改变 台海 现状 ，种种 行径 明显 违反 《联合国 宪章 》禁止 使用 武力 以及 和平解决 争端 的 原则 ，引起 国际 社会 严正 关切。 ”徐俪文 表示。

徐俪文 强调 ，台湾 将 捍卫 国家主权 与 自身 安全 ，同时 保持 克制 ，不会 挑起 争端 ，更 不会 退缩 ，将 持续 推动 与 国际 的 交往 连结 ，以 稳健 务实 作法 积极 推动 参与。

徐俪文 ：“今年 政府 将 再度 洽请 友邦 在 联大 总 辩论 为 我国 发声 ，并 请 友邦 驻 联合国 常任代表 ，为 我国 联名 致函 联合国 秘书长 古 特雷斯 ，敦促 秘书长 正视 台湾 2,300万人 被 不当 排除 在 联合国 体系 外 的 问题。 ”

台湾 友邦 驻 联合国 常任代表 在 上个月 23日 曾 发布 联合声明 ，为 台湾 仗义 发声 ，支持 台海 和平 稳定。

台湾 被 拒于 联合国 门外 ，最大 的 关键 是 联大 2758号 决议。 徐俪文 批评 ，中国 长期 施压 联合国 体系 ，扩张 解释 联大 2758号 决议 ，是 造成 台湾 不当 被 排除 在 联合国 体系 外 的 主要 原因 ，台湾 人民 及 媒体 无法 进入 联合国 参访 、出席会议 活动 或 采访。

“联大 2758号 决议 并未 授权 中华人民共和国 在 联合国 体系 代表 台湾 ，我国 与 中共 互不 隶属 ，这个 客观事实 是 我们 一再 对 国际 社会 强调 说明。 ”徐俪 文说。

2758号 决议 内容 为何？ 联合国 2758号 决议 在 1971年 10月 25日 通过 ，决议文 称 ，“决定 恢复 中华人民共和国 的 所有 权利 ，承认 其 政府 的 代表 是 中国 驻 联合国 的 唯一 合法 代表 ，并 立刻 将 蒋介石 的 代表 从 其 在 联合国 与 所有 附属 组织 非法占有 的 席位 逐出。 ”

联合国 2758号 决议 针对 的 是 中国 的 代表权 问题 ，从未 提到 台湾。
