which form is best to save as lingq(russian language)
I use this site: to find the basic form of the word and the grammatical functions of the form.
For улице the site gives улица as basic form (Исходная форма) and Ds ,Ls as Морфологическая характеристика.
Ds = Dative singular and Ls = Locative singular (= Prepositional case singular).
I would save it as follows: basic form – translation – grammatical function:
улица – street Ds, Ls
I am in a somewhat similar situation learning modern Greek.
I save every word form as a LingQ. I add an abbreviation of which form it is, plus the ending of the basic form in the notes.
(For members who are interested in Greek: lexigram.gr is a great source to find out which form of a word you are dealing with.)
For verbs, I import the basic form and tag it as such.
This takes some time, but it proved to be very helpful, and I know that others will be able to use my lingQs (without the side note and the tags).
Save both and turn on the "auto-grammar tagging" option, which will automatically provide the information that Evegny advises you to add. It's not perfect but it does help
The best solution is to write:
улице ( Prepositional case from улица)
But it takes a lot of time.
That's why you can save just улице because after some learning you'll understand that it's the prepositional case.
By the way, you can use a lot of my Russian courses for beginners in Lingq, for example:
РУССКИЙ С НУЛЯ (Russian from zero):

БАЗОВЫЕ МОДЕЛИ (Basic patterns for beginners):
