Shouldn't it be 学びたがっているです instead of 学びたいです? Because the sentence is say "she wants to learn how to dance" not "I want to learn how to dance". Or is there some context or knowledge I'm missing?

I had already noticed that. Yes, I think this is a too literal translation of “she wants” and the version with “gatte imasu” would be the correct version.
