I am not a native Dutch speaker, but since no one else has answered this question since it was posted four months ago, I will explain. ‘Terecht’ is a particle; a (separable) part of the verb ‘terechtkomen.’ Terechtkomen has various meanings, but in this case, when used with stroomafwaarts (downstream), it means: to run or find its way (downstream). Wegstromen is also a separable verb, which means to drain off; drain away; flow away. So I would translate as follows:

Het water stroomt nu langzaam weg. Daardoor komt stroomafwaarts volop afval terecht.

Now the water is slowly draining away. As a result, tons of trash is finding its way downstream.

Note: When they are not functioning as part of a verb, almost all particles otherwise function as prepositions; so these separable verbs can also be thought of informally as “prepositional verbs.” For example, wegrennen, to run away. Hij rende weg. He ran away. However in the case of ‘terecht,’ it otherwise functions as an adjective or adverb, so it would be a complete misnomer to call terechtkomen a “prepositional verb.”
