In the text above it is really not part of a question but more part of a greeting and is fine. That is how you say hello in Japanese. I wouldn’t worry too much about the grammar at this point. Just go through the lessons and see how they say things. With enough exposure the grammar explanations will start to make more sense. But, far more important to just get exposure to the language and let your brain get used to it.

Yes, は? can be used as an abbreviation to the question 〜は何ですか. It’s a basic phrase which you’ll find in most introductory textbooks.

It doesn’t contradict Makino and Tsutsui’s explanation either. They just don’t cover that usage on those pages.
