In Windows 10 you click start, scroll all the way down, click Windows System and then Control Panel. Now click Clock, Language and Region and then Language. Add languages to your heart’s content and then press Windows + space to switch languages. If you don’t have a keyboard you can right click on the taskbar and select Show touch keyboard button. Then you can click the keyboard icon on the lower right of the screen to show an on-screen keyboard.
In Windows 8.1 you open the start screen and click the arrow to open the list of installed programs, then scroll all the way to the right and open Control Panel.

But I use windows 7. I used windows 10 but I don’t like. Now, set up Korea and Japanese for window 7 the same window 10?
I never used Windows 7 but I think you just click start and then Control Panel. Make sure to not remove your own language from the list. Your own language should be at the top of the list.
