I don’t quite understand the meaning of this sentence, especially the beginning of it:
Y abundando más en las responsabilidades, destaca cómo una «red de decisión y ejecución cohesionada» entre altos cargos del PP consolidó esta estructura ilegal.
→ Does it mean, when we consider their responsibilities the illegal structure infiltrated all decision making. Or that it was established just because of the obligations… I don’t understand
Another way to say it:
“Ampliando más sobre las responsabilidades, llama la atención cómo una red… entre altos cargos consolidó esta estructura ilegal”
Rather than the decision making being infiltrated by an illegal structure, the organization’s top level network helped to form that illegal structure.
Now, the first part just implies that it was previously stated that those at the top level were responsible of something and what follows next just goes deeper on what they were responsible for.
