We use imperfecto when the action is not finished or if you want to make the point in the develope of the action.
We use indefinido when the action is finished and is totaly past.
In this sentence, if the duration of the action is important you say “leía” and you can add “mientras veía la televisión”. If the action is past and ended you say “leí”.
