I know the words but the sense of the phrase eludes me. Can someone help clarify? It is from “Мастер и Маргарита” chapter 19. Thanks!

No, “не” is not a negation here, it’s a part of a compound conjunction “не то…, не то…”, which is basically the synonym for “или … или…”.
It’s used to indicate uncertainty, for example when you are guessing what the thing you are, say, looking at or talking about might be (as in your example), or when you don’t know or are not sure what to call something, or when you hesitate about your choice and the like (eg. На улице странная погода: не то лето, не то всё еще зима; Непонятно, какой это цвет: не то синий, не то зеленый; Она не то смеялась, не то плакала от радости etc).
I thing it (almost) always can be replaced by “то ли…, то ли…” : "бревенчатое зданьице, то ли кухня, то ли баня, то ли черт знает что.
