That would be a correct translation. Only из-за implies that you’re talking about something negative, so it could be rendered as “the fault for this lies in that…” or something to that effect.
In general, you can turn prepositions into conjunctions by appending pronoun тот in the appropriate case and beginning a clause with что (or sometimes как or чтобы)
