The difference between Speak and Tell

I saw the fallowing sentence:
“I spoke to a new member”, in this case, can I say “I told to a new member”?
What is the difference between speak and tell in this case?

I spoke to a new member. I talked with him. I told him a lie. I told him that I was happy to see him.

“I told to a new member” is incorrect.

Tell means to inform and talk to someone something I know
Speak means to talk generally whether with something I saw or not

“I spoke to a new member.” is correct, because you are “speaking with” someone. You are trying to convey information or a message to a new member.

“I told to a new member.” is incorrect. You may use “I told a new member about something.” Notice there is a difference between “told to a new member” and “told a new member”.
