‘All in all’ = everything considered, on the whole, generally
enough= sufficiently

but in that case “all and all” = simply “all”, using “all and all” only to emphasize ?

I wonder if you don’t have such words in Portiguese!..
In Russian and in German we have even much more emphatic words than in English!..
And it’s so cool!..
It gives the language an additional expressiveness and the power!
But it makes some difficulties for the foreigners - nothing to do.
