I think it might be a spelling mistake.
Maybe it should be “ukolébává”? In which case it means “lulling to sleep” (such as singing songs to babies to help them fall sleep).

kolébat / kolíbat = to rock / to cradle (a baby for example)
ukolébat / ukolíbat = lull / rock sb to sleep
ukolébává / ukolíbává = (he/she) is lulling / rocking sb to sleep
so it is a continuous activity
