I’d say “You can’t transform yourself into a person who can speak this language very fluently.” 会 would correspond to “can” and
很 would correspond to “very.”

I’m not an expert on 把 but I would note that the usage of 把 allows us to put 自己 on the less crowded side of 变成为. (That is assuming there would be some grammatically acceptable alternative, which I’m not sure of in this case.)

Here are a few sentences (from Glossika, hopefully fair use) with semi-literal translation:
你把好消息告诉你的朋友们了吗? You ba good news tell your friends le ma?
