Does the presence a double past suffix here indicate ‘had thought’?

It’s not ‘a double past suffix’, it’s Past Perfect Tence. This Tence we use if something happened before another action in the Past, for example: “When I met Steve, he was eating an ice-cream which he HAD BOUGHT at ther corner of the street”. - It means, he bought this ice-cream before our meeting.
