It means you buy food at a restaurant and take it to eat somewhere else.
Yeah my wife has gone to the UK for week, I could be getting takeout quite a lot, in the coming week. Although being from the UK, I would use the term take-away.
“I’d like a cheese pizza, please.”
“Eat here, or takeout?” Could also be “For here, or to go?”
