Yes! I believe it refers to the glassy eyes used by taxidermists in stuffed animals, implying although the look may be bright and shiny, it is nevertheless dead and unresponsive. You are definitely right, the connotation is negative. I can remember reading crime novels, where the detective “was met by the glassy stare of the corpse.”
