to sit on something usually means you take your time or delay something, e.g. making a decision.

I read the TED talk through quickly to get more background info

“They commission this report spent about to million pounds on this and an associated report. and then the government sat on it and used it for political leverage on Moi”.

As I understand the coalition government (that succeeded the former dictator Moi) had assigned a commission to investigate corruption in Kenya but rather then publishing the commissions report they “sat on it” or kept the report for themselves in order to use as a political leverage.
