“From” is not the correct preposition. “on” is correct. If you want to use “from”, maybe try:
“I vow to no longer derive my self-worth from the opinions of others.”
Also, you don’t indicate the possessive case in your second sentence. It should probably be something like: “[…] on others’ opinions”, or: “[…] on other people’s opinions.”

This is correct. The preposition “on” is tied to “base”. I am trying to think of a situation one case use “base” as a verb without “on” and coming up empty.

Well…I wouldn’t say it’s horrible. It’s wrong, yes, but if someone said this in my presence, I wouldn’t think it sounds right, but I certainly wouldn’t think it bad, especially for someone that was not native. There are so many native English speakers that use far worse grammar.

I think it can be rephrased as “I vow to no longer measure my fluency in a language by referring to a word count” 
(just to be clear… absolutely a general statement, hinting at nobody in particular)
“I vow to no longer base my self-worth on others’ opinions.”
Explanation:
“Base” and “from” don’t make sense as much as “base” and “on” together.
Apostrophe must be added after “others” to be “others’” because you are showing that multiple people are owning the opinions.
