We've been going out together for five years, on and off

We’ve been going out together for five years, off and on.

Question: “going out together” here means dating or a couple in a relationship, right?

Thank you!!!

Yes. The ‘together’ is optional. If using an object, the second preposition of the phrasal verb is ‘with’. e.g. I have been going out with her for five years.
