Question: Is it okay to say “Did you live in Europe before you moved here”?

Yes saying both Were you living in Europe before you moved here"? and “Did you live in Europe before you moved here”? both sound natural and are good to use.

No. You can say ‘before moving here’ but not ‘before moved here’.
