“above the belt” is a boxing term. You are not allowed to hit someone below that line. So his statment is that it is legal what he is proposing.

This is similar to “aboveboard.” Which means “free from deceit.” Apparently derived from keeping ones hands “above board” or, on top of the table, during a card game.

It can be translated as ‘legitimate’.
