You could use either “He couldn’t stop to flip through all the pages.” or “He couldn’t stop flipping through all the pages.” The first sentence implies that he is doing something else and doesn’t want to interrupt that action to flip through pages. The second sentence implies that he is already flipping through the pages and doesn’t want to stop. “I am flipping pancakes.” or “I will flip the pancakes.”
