maybe it helps to notice that the subject of that phrase is "number"-- the number was falling (ie, decreasing)-- the number (of people using them) was falling
"of people using them " is the prepositional phrase describing "number"
"number" is the subject of clause
Therefore, the verb "was falling" matches the noun, number
