That’s an interesting story. I’m not a native, so I am not 100% sure. I’d be interested in an interpretation from a native speaker.
In this context I think it might mean something like “they make quite a spectacle” or “they are quite a sight to see”, which is not too far from “they make a good team” or “…good pair”, it’s just that those first two translations are more a passive description.
As far as interpreting why he includes himself as part of the spectacle with the street with all the potholes, I think much is open to interpretation, but I get the sense that he and the road are both barely “holding it together” or barely able to carry out their function i.e. full of holes.

I have another question from this story for someone to answer, what does “bucea” mean in this sentence:
En la esquina veo a un hombre que «bucea».
It doesn’t make sense as to dive. Is it looking at or around something?
