I don’t actually know grammar rules very well, but the verb here is intransitive. This would mean that it can’t take an object. Maybe it’s strange because in English “to be made of/to consist of” is a chunk of its own that really has one meaning. Passive and intransitive constructions don’t take objects, which 를/을 represent. The verb 이루어지다 is also a bit confusing because it’s uses aren’t always the same. Overall, this verb is going to be proceeded by particles like 이/가 and 으로 because it is intransitive and won’t take objects. If you check out the sample sentences in the naver dictionary for this verb, you’ll see that this is the case. As for the whole sentence, everything between 이 코스는 and 이야기예요 is describing the 이야기.

으로 means “with” here. There are innumerable ways to express the same thing with language, you should be familiar with this concept. Don’t get caught up too much on why X over Y it would be like digging a hole in the sand with your hands, just look at the context of the overall sentence and match the pieces together.
