Translation request

Can anyone translate these two sentences: 高さ1メートル 余りの柵に足をかけてのぞき込んだ ところ,
男の子が落下したのは水が流れていない川底のコンクリートの 部分で

高さ1メートル 余りの柵に足をかけてのぞき込んだ ところ,
ところ can mean many different things, but I think here it’s best translated as ‘while’ or ‘as’.
This is hard to translate literally. The boy was looking over the fence, but in the Japanese the fence is only mentioned because he had his legs over it, and in English it would sound more natural with a relative clause. Also, be wary of the て form because it can imply any number of relationships between clauses.
=While the boy was looking over a more than one metre high fence that he had his legs over…
=While the boy had his legs over a fence, that was more than a metre high, in order to see over…

Anyway, I think you get the idea.

Literally: what the boy fell into was a concrete part of the river bed where water did not flow
=The boy fell on to a dry part of the river bed that was made of concrete
