Usage of bis with places

According to Wordreference bis can be used to mean to with places. I think that when you talk about going on vacation, going to the store etc. you would use zu so I am a bit confused. The only thing that I could come up with myself was that bis means sort of “all the way to”.

Wir fahren bis Köln (We are going all the way to Cologne).

Bis + place means to this place but not farther.
Bis hierhin/dorthin und nicht weiter.

Der Zug fährt bis Köln. (In Köln ist Endstation.)
Wir sind mit den Rädern bis an die Ostsee gefahren. (Danach sind wir wieder umgedreht.)
Ich bin bis ans andere Seeufer geschwommen (und danach wieder zurück).
