Shouldn’t the spelling be pouvaient in this case? Your google translate link just shows the future “je” form for me.

I’m not an expert, but I agree it seems strange. seems like a spelling mistake in the imparfait form (pouvaient) by mixing it with the indicative form (peuvent).
Unless there is some nuance I’m missing.

It’s a typo, it should be “pouvaient”
