Quel sens donner à « extra utrum » ?

I don’t know this word utrum, but from the context on that page, it looks as if “utrum” means “covering both genders (masc. and fem.)”. “Extra utrum” isn’t a phrase: they mean that Ido has an additional (extra) pronoun that can be used for either he or she (utrum). It would be like English “they” - e.g. “If anyone believes that, they [i.e. he or she] must be mad!”
