Active words part.2

I have seen this sentence:
We are, over the next weeks.
first question: why do we use “ we are”? Shouldn’t It be “we will be”?
seccond question: Why do we use “over”. Couldn’t you say “ the next week” without “over”
thanks

We are, over the next weeks.
Upon first reading it seems that the author is not a native speaker of English. The intended meaning is ambiguous at best. The meaning of the sentence is not clear. It is not in Standard American English. If you can contact the author of this phrase he or she may be able to help you understand the intended meaning.

The author is Steve de LingQ. How Can I contact with him?

If you are referring to Steve Kaufmann, the founder of Lingq, you can send him a message on his LingQ page or you can write to him on his personal forum called “Ask Steve” ( I just looked it up). Click on the “All Forum” button and you will see a list of all the forum titles and links to those forums.
