I would say it refers to someone who is perfectly able (physically and mentally) to work, but is just too darn lazy to go out and get a job!

Just recently, in Japan, it was disclosed that the mother of a celebrity who earned a lot of money was a welfare bum. The celebrity knew the fact, but he didn't stop her. Many people were angry at him. Meanwhile, some people needed to be helped were not given the benefits from the authorities and ended up dead from starvation. sigh.....

When I lived in Japan there was lots of rather unfortunately worded English signage around, the most disturbing being a a hair salon advertising "Mens perms" but with inappropriate word breaks. I'll let you figure it out.
