This issue has already been debated several times in the past.

Steve Kaufmann, the creator of LingQ, prefers to keep the level set at Beginner 1, so that students can get used to the real language from the beginning. He will probably give you a more detailed answer.

It's IMHO a very bad idea to "declare" Intermediate lessons as Beginner-1 lessons. It simply demotivates absolute beginners. If LingQ sees this different, then it is not a suitable learning tool for beginners. Start with Assimil or Teach Yourself. Later you may come back and use LingQ to build up vocabulary.
I think it's a known fact that Who Is She is a series with a progression that goes from Beginner 1 to approximately Internediate 1 (at least) in any language. However in difficult languages (e.g. Russian or Chinese) I would not recommend starting with it until the learner has got a basis to build on. This is easy to do with languages where there is a lot of beginner content like in Spanish and some others.
I have made it my goal for this year to get to low intermediate level in Turkish and am using both Eating Out and Who Is She because I already know the story.
However, I plan on following Moses McCormick's method as far as possible and will be using a textbook or rather several to get an overview of the structures of the language within a few weeks and at the same time I will listen to the first few lessons of the LingQ collections several hundred times and also try some shadowing (cf. Prof. Arguelles) as soon as I understand enough. I'll also try out "journal" writing and maybe even chat rooms to practice before trying out speaking in the real world.
It might be a good idea to state in the description of Who Is She (of all languages) that the collection is useful for absolute beginners but requires additional materials like a short textbook with explanations of grammar patterns. Otherwise any beginner content will be too difficult to work with. In Chinese I was unable to make head or tail of the sentences other than a few phrases until I started using textbooks.
I strongly recommend beginners to listen and maybe also use a translated version (who is she etc.). You will notice how soon it won't matter really whether something is Beginner 1 or 2 or even Intermediate 1.
