How would you translate this into English? I couldn't find anything helpful on the internet

The most common uses of the verb "dominar" is to dominate, to control, to rule or to put down, tu suppress. Here it's used as a metaphor. It means that because the Alambra is placed in a higher location he has a privileged view of the whole area. It could be translated as "from where you can look out over the whole area/city".
