The most common uses of the verb "dominar" is to dominate, to control, to rule or to put down, tu suppress. Here it's used as a metaphor. It means that because the Alambra is placed in a higher location he has a privileged view of the whole area. It could be translated as "from where you can look out over the whole area/city".
