Евгений, привет! Что значит, “объявить тревогу”? Звучит чуть-чуть как, на английском, to declare a state of emergency, но я не уверен. Спасибо!

It’s not just by chance that you are both surprised and perplexed by such a strange word usage! 
I’ve read the source and it’s quite apparent that two notions are confused in this instance!
On a word-for-word basis it should rather be ‘declare an alarm’ but it sounds as an inappropriate blending!
Yes, it’s ‘to declare a state of alert’, to alert, ‘[to raise the alarm.’
