I translate it as “if you can’t remember”.
I can see why you’re confused, because of the ‘n’arrivez’: It’s kind of like saying “if you don’t happen to remember”, that’s all, imo, though I’m not a native speaker. Edited because I need more coffee, lol.

@Julz611, our French baby, is right. If by any chance you speak German, you’d recognise how his expression is a bit like our " etwas schaffen" (to manage to do something) - “Solltest Du es nicht schaffen Dich zu erinnern…”

The subtle difference between 1) “Si vous ne vous souvenez pas” et 2) " Si vous n’arrivez pas a vous souvenir" is
In case 1 , you’ve simply forgot something, but in case 2 , you’ve been trying hard to remember, but despite your effort you can’t !!
