Is this an expression?
“Wat best wel eens voorkwam”
If I translate it litterally it has a weird meaning…
It would translate to ‘It happened (sometimes)’
Een voorbeeld:
Het kwam best wel eens voor dat ik mijn schooltas vergat.
(Af en toe vergat ik dus mijn schooltas)

Whereas the Dutch use past tense in this construction, I think the modal ‘would’ best applies in English. It is used to make a comment about past behavior that is typical.
Het kwam best wel eens voor dat ik mijn schooltas vergat.
Sometimes [it happened that I forgot] my book bag.
Sometimes [I would forget] my book bag.
This seems like a really useful Dutch construction to know, but I only found 9 examples on the internet where the specific phrase “het kwam best wel eens voor dat” has been used.
Here are four examples I found on the internet, followed by my translation:

Sometimes [you wouldn’t be told] whether you passed the regular exam or not until one day before the resit exam. Worthless.
I added ‘not until’ to this last translation. I wonder whether ‘pas’ could be added to the original sentence?
Het kwam best wel eens voor dat je (pas) één dag voor het hertentamen te horen kreeg of je het reguliere tentamen had gehaald of niet.
