"paltry money"

Hey guys,

While reading The Guardian, I stumbled upon this sentence: “And we certainly don’t want claimants’ and job-seekers’ aspirations and paltry money dependent on whether they take up treatment options…”

What’s “paltry money”? I know “a paltry sum” but I guess in this context it means “money you get from the government when you’re unemployed”?
