I dont understand the meaning of the word " extols" in this particular sentense. i checed on dictionary but the translation is not fit to the sentence
I believe you caught a mistake in the text 
I’ve never seen the word used like this, to mean “strongly admonish”.
Dictionary.com lists “extol” as “to praise highly; laud; eulogize”. It doesn’t list anything like “advice”, or “admonish”.
It must have been a bad choice of word by mistake or poor understanding of the word.
If it was up to me, I’d use “exhorts” in its place.
To double-check, I did a search for “extols teachers to”, and got one match, which was this very same text.
If I search for “exhorts teachers to”, I get 2000 matches, which confirms to me that “exhorts” is a much better choice.
