Is Spaghetti Junction means bad traffic condition?

I been through the original Spaghetti Junction in Brimingham, England many times (though I don’t myself drive). The traffic was never bad. In fast, though it looks complicated and messy from above, when you are driving through it, it actually is quite easy and clean.

Spaghetti Junction is the nickname for a complicated set of connecting roads, rather than a description of traffic conditions.
